Water Use Surveys (FREE)
This FREE indoor/outdoor water survey may be conducted in-person or virtually.

- In-Person Survey: requires the presence of the homeowner or someone over the age of 18.
- Virtual Survey: is conducted with the assistance of the homeowner. WiFi/internet connection is required and the homeowner will need to have an electronic device such as phone or tablet.
- To participate, the property must be located within the city of Diamond Bar, Walnut, Pomona, Industry, West Covina, and Rowland Heights.
- Only one survey per property may be conducted.
Surveys are scheduled on a first-come, first-serve basis.
Funding is limited and submitting an application does not guarantee a survey will be provided.
What to Expect
Indoor
- Indoor device information: make, model, age, water factor, water use.
- Observation of problems with indoor devices including but not limited to leaks, damage, and inefficient use.
Outdoor
- Evaluation of water meter to check for leaks.
- Providing controller information: number of controllers, make, model, age, number of stations in operation, program by station.
- Zone/station information: plant material, sprinkler type, micro-climate, and slope conditions.
- Observation of irrigation problems by zone including valve malfunctions, pressure, sprinkler alignment, drainage, leaks, compaction, runoff, and other conditions that reduce irrigation efficiency or indicate overwatering. Observations shall be made before, during, and after each controller station is operated. Auditor will provide training to the customer or landscape maintenance personnel during the virtual site visit and provide instruction on programming and operating the controller(s).
Participants will receive a written report that includes:
- Data collected during the survey.
- Leak information and the site’s irrigation efficiency including system repairs, equipment updates, and irrigation scheduling.
- Information about available financial incentives to help with the cost of recommended improvements.
