Board of Directors

WVWD is governed by a five-member Board of Directors who are elected to overlapping four-year terms in even-numbered years. The District has five separate election divisions, each represented by a director residing in, and elected by the voters of the election division. The Board of Directors are responsible for setting District policy and establishing long-range goals to ensure efficient and effective operations of the WVWD water system. Pursuant to California Water Code Section 20202, the Board of Directors is entitled to review and set Board member compensation on an annual basis. The Board of Directors have not increased their compensation since April 2006, and, prior to that date, the last change was in June 1984. The current compensation for the District’s Board of Directors is a maximum of $150 per meeting per day, not to exceed seven meetings per month.

Mr. Hilden has been a resident of Diamond Bar since 1966, a Walnut Valley District Board of Director since August 2002, and is a Certified Financial Planner. He obtained his Certified Financial Planning® (CFP) and Accredited Asset Management Specialist (AAMS) designations from the College for Financial Planning in Denver, CO.

Mr. Hilden currently serves as Second Vice President. In addition, he is a member of the District’s Finance Committee and Engineering Committee. Mr. Hilden is an Alternate Commissioner of the Pomona-Walnut-Rowland Joint Water Line Commission, a representative to the Three Valley’s Municipal Water District, an alternate board member of the Association of California Water Agencies Joint Powers Insurance Authority (ACWA/JPIA), and a ACWA voting delegate.

Mr. Hilden has completed extensive education and training through the California Special Districts Governance Academy in the areas of Governance Foundations, Setting Direction and Community Leadership, The Board’s Role in Finance and Fiscal Accountability, and The Board’s Role in Human Resources. As a long-time Diamond Bar resident, he has served the local community through his active involvement in several community service activities and organizations for many years. The successful “Shop Diamond Bar” slogan and program was launched during his Presidency at the Diamond Bar Chamber of Commerce in 1989. He was also the Charter President of the Rotary Club of Walnut Valley from 1993 to 1994. Mr. Hilden served in the United States Air Force from 1952-1961 as an air crew member.

Theresa Lee

Ms. Theresa Lee, a resident of Diamond Bar, was sworn in as a Walnut Valley Water District Board of Director on January 19, 2016. Ms. Lee currently serves as Assistant Treasurer. She also serves as Chair of the District’s Finance Committee, alternate member of the District’s Public Information Committee, alternate member of the District’s Engineering Committee, and member of the District’s Succession Ad Hoc Committee, and New Building Ad Hoc Committee. Director Lee additionally serves as Commissioner of the Puente Basin Water Agency, alternate member of the Spadra Basin GSA Executive Committee, an ACWA Region 8 Delegate, and an ACWA/JPIA Property Program Committee member.

Ms. Lee is the current owner of a customer brokerage company and is a member of the Foreign Trade Association and the National Customs Brokers & Forwarders Association of America. She holds a Bachelors’ Degree in Biology from the University of Southern California.

Ms. Lee has been and remains very active in many community service organizations. Some of the associations in which Ms. Lee volunteers her time include the United Abacus Arithmetic Association, the Chinese Institute of Engineers at Southern California, the Diamond Bar Chinese American Association, and the Guitar Foundation of America.

On a personal note, Ms. Lee is married and has two children.

Scarlett Kwong

Ms. Kwong holds a Bachelor of Science degree in Math/Computer Science from the University of California at Los Angeles. She was formerly a Project Engineer/Planning and Budget Manager in aerospace companies developing software systems for NASA Satellite Systems, and later, for Commercial Airline’s In-Flight Entertainment Systems.

Ms. Kwong was elected to the WVWD Board of Directors in 2007 and currently serves as a Board Director. In conjunction with her duties on the Board, she chairs the Public Information Committee and is an alternate member of the Personnel Committee. Ms. Kwong represents the District as a Commissioner of the Pomona-Walnut-Rowland Joint Water Line Commission, an alternate member of the Puente Basin Water Agency (a Joint Powers Authority of Walnut and Rowland Water Districts), and as the District’s SGV Regional Chamber of Commerce representative.

A Diamond Bar/Walnut resident since 1998, Ms. Kwong is active in many school and community organizations. She served as the President of the Chinese-American Elected Officials (CEO) Association 2017-2019 and has served on the Miss Diamond Bar Scholarship Pageant, Inc., Board of Directors since 2007. In 2017, Ms. Kwong received a CIE-USA Centennial Medal for her service to the Chinese Institute of Engineers – Southern California Chapter where she served as Chapter President 2013-2015.

Jerry Tang

Mr. Jerry Tang, a Walnut resident since 1993, represents Division I on the Board of Directors. He was officially sworn into office on February 15, 2019, and currently serves as President. In addition, Director Tang chairs the District’s Personnel Committee and serves as a member of both the Public Information Committee and the Debt Ad Hoc Committee. Furthermore, he serves as an Executive Committee Member of the Spadra Basin GSA Executive Committee (http://spadrabasin.com/).

Mr. Tang earned his Masters of Public Health in Environmental Health Science from the University of California, Los Angeles, and has worked as an Environmental Scientist at the Los Angeles County Sanitation Districts for more than 30 years.

Since 1998, Mr. Tang has also served in other areas of the community, such as the Rowland Heights Community Christian Church, where he has held numerous leadership roles.

Henry Woo

Mr. Henry Woo, a resident of Rowland Heights since 1980, was sworn in as a member of the Walnut Valley Water District Board of Directors on February 13, 2023. He holds a Bachelor of Science and Master of Architecture degree from California Polytechnic State University, Pomona.

In addition to his Board responsibilities, Mr. Woo chairs the District’s Engineering Committee, serves on the Personnel Committee, and is an alternate member of the Finance Committee. He also serves as a commissioner of the Puente Basin Water Agency, a representative for the Three Valleys Municipal Water District, an ACWA voting delegate, and an ACWA Region 8 alternate delegate.

Mr. Woo retired from his architecture practice of 35 years in the Diamond Bar/Walnut area. Beyond his architectural practice, he was actively involved in various business, professional, and community organizations. He served as the President of Chinese American Construction Professionals (CACP) from 2002 to 2003 and was an executive board member of the Asian American Architects & Engineers from 1988 to 1998.

Mr. Woo’s contributions to the Asian and local communities are substantial. He generously donated his efforts to the preliminary design of the Chinese Heritage Museum in Los Angeles Chinatown and volunteered as a planning consultant for the initial proposal for the Youth Science Center in Hacienda Heights. To foster an interest in architecture among future generations, he consistently provided summer internships, mentorship, and scholarships for college-bound high school students and mentors the architecture programs at California Polytechnic State University, Pomona.

Mr. Woo, who has continuously served his local community, has actively participated in numerous local activities and school foundation programs. Over the past few decades, he has served on the Walnut Valley Education Foundation, the Rowland Unified School District FORUS Foundation, and supported community events such as the annual Rowland Heights Buckboard Day parade. In 2006, he joined the Rowland Heights Community Coordinating Council (RHCCC) and served in various board positions. In 2020, he was honored with a Congressional Award, the Asian American Pacific Islander Trailblazer Award.

Walnut Valley Water District Board meetings are held on the third Monday of each month at 5:00 p.m.
Walnut Valley Water District Workshop meetings are held on the third Thursday of each month at 4:00 p.m.
All meetings are held in the District Board Room. Please note, subsequent adjustments may be made at the Board’s discretion and in accordance with the Brown Act.
