Pomona-Walnut-Rowland Joint Water Line Commission

The Pomona-Walnut-Rowland Joint Water Line Commission (the Commission) was formed under the Joint Powers Agreement of 1956 between the City of Pomona, the Walnut Valley Water District and the Rowland Water District for the purpose of constructing, operating, and managing a water transmission pipeline for the benefit of the three member agencies.

On December 21, 2006, the Agreement was amended, and renewed for an additional twenty years, with three, ten year extensions allowed upon the consent of each of the member agencies. The governing body of the Commission is comprised of three members, with one representative appointed by the governing body of each member agency.

Michael Lin, CPA, MBT was appointed to the Walnut Valley Water District Board of Directors to represent Division V. A Diamond Bar resident since 1999. He is committed to ensuring the District continues to provide safe, reliable, and high-quality water service through sound governance, fiscal responsibility, and long-term infrastructure planning.

Mr. Lin is a Certified Public Accountant (CPA) with extensive experience in accounting, taxation, finance, and business advisory services. He holds a Bachelor of Arts in Business Economics with an Emphasis in Accounting from the University of California, Santa Barbara, and a Master of Business Taxation from the University of Southern California. He also completed academic studies at National Taiwan University and Peking University.

In recognition of his professional achievements and leadership in the accounting profession, Mr. Lin has been recognized by the Los Angeles Business Journal as one of the Top 100 Accountants and as a Leaders Of Influence – Minority CPAs honoree in multiple years.

Mr. Lin is actively involved in the Sino-American CPAs Association and the International Creative Class Alliance, where he supports professional development, community engagement, and international collaboration.

As a member of the Walnut Valley Water District Board of Directors, Mr. Lin is dedicated to transparency, accountability, and responsible stewardship of public resources. He is honored to serve the residents of Division V and is committed to protecting the District’s water resources, strengthening critical infrastructure, and ensuring a reliable and sustainable water supply for future generations.

Mr. Hilden has been a resident of Diamond Bar since 1966, a Walnut Valley District Board of Director since August 2002, and is a Certified Financial Planner. He obtained his Certified Financial Planning® (CFP) and Accredited Asset Management Specialist (AAMS) designations from the College for Financial Planning in Denver, CO.

Mr. Hilden currently serves as Second Vice President. In addition, he is a member of the District’s Finance Committee and Engineering Committee. Mr. Hilden is an Alternate Commissioner of the Pomona-Walnut-Rowland Joint Water Line Commission, a representative to the Three Valley’s Municipal Water District, an alternate board member of the Association of California Water Agencies Joint Powers Insurance Authority (ACWA/JPIA), and a ACWA voting delegate.

Mr. Hilden has completed extensive education and training through the California Special Districts Governance Academy in the areas of Governance Foundations, Setting Direction and Community Leadership, The Board’s Role in Finance and Fiscal Accountability, and The Board’s Role in Human Resources. As a long-time Diamond Bar resident, he has served the local community through his active involvement in several community service activities and organizations for many years. The successful “Shop Diamond Bar” slogan and program was launched during his Presidency at the Diamond Bar Chamber of Commerce in 1989. He was also the Charter President of the Rotary Club of Walnut Valley from 1993 to 1994. Mr. Hilden served in the United States Air Force from 1952-1961 as an air crew member.

Anthony Lima

Mr. Lima is currently President of the Rowland Water District Board of Directors, a Commissioner on the Puente Basin Water Agency and RWD Committee to oversee Three Valleys Municipal Water District (TVMWD).

Victor Preciado

Mr. Preciado was elected to serve as Councilmember for District 2 in Novemb 2018. He has been appointed to serve o number of boards such as, The Spadra Basin Watermaster, Pomona Valley Protection Agency, Six Basins Watermas and Chino Basin Watermaster

John Bellah

Mr. Bellah is active in the community and currently represents the District on the Association of California Water Agencies (ACWA), the San Gabriel Valley Regional Chamber of Commerce-Government Affairs Committee, the Rowland Heights Community Coordinating Council, and the City of Industry Council Meetings.
