TRANSPARENCY

Walnut Valley Water District works closely with its customers to build the highest level of public trust. The District’s Board of Directors conducts committee meetings each month as well as monthly Board meetings in a public forum as set forth under the State of California’s Brown Act.

PUBLIC BOARD MEETINGS

Walnut Valley Water District customers are encouraged to attend the District’s Board of Directors meetings, generally held on the third Monday of each month at 5:00 p.m. (unless otherwise noted). At the December 11, 2023 board meeting, the Walnut Valley Water District Board approved the 2024 Board and Workshop Meeting Calendar. Please note, that subsequent adjustments may be made at the Board’s discretion and following the Brown Act.

Enabling Act Formation, Amended Bylaws

These Bylaws for the governance and conduct of the affairs of Walnut Valley Water District are adopted by the Board of Directors of Walnut Valley Water District (“District”) under the authority of Division 13 of the Water Code of the State of California.

BOARD DIRECTORS ETHICS TRAINING CERTIFICATES (AB1234)

California law (AB 1234) requires local officials to receive training on public service ethics laws and principles every two years. It also requires special Districts to set policies that specify the kinds of activities that will be reimbursable and other reimbursement requirements. District’s Executive Management Team

Walnut Valley Water District has assembled a highly qualified and diverse executive management team. Together with the General Manager and the Assistant General Manager, the team consists of seven department heads. For Department Information, Click here.

CLAIMS PROCEDURE

All persons or entities that have any claim for money or damages against the District shall follow the procedure listed below in the Claims Procedure Ordinance NO. 09-12-08. A claim must be filed first following the procedures set forth herein as a prerequisite to the filing of any lawsuit against the District.

COMPENSATION

All Board member and employee compensation, including salaries and benefits, are adopted by the Board of Directors in a public meeting process where customers have the opportunity to review and provide comments. The District’s employee Salary Schedule for fiscal year 2023-2024 was approved by the Board of Directors on June 19, 2023. The General Manager’s contract is reviewed annually by the Board of Directors. The current contract went into effect on March 1, 2024.

Reserve Policy

The District’s Cash Reserve Policy is reviewed and approved annually. The purpose of the District’s Reserve Policy is to articulate the reserve balances that should be maintained and the appropriate use of those reserve funds. The District’s current reserves include those established by the Board for designated purposes, as well as those funds legally restricted by outside or external sources. Approved on October 11, 2015, adds a section to the California Public Records Act requiring local agencies to create a catalog of Enterprise Systems (PDF) by July 1, 2016, with annual updates. Enterprise Systems

District’s Rules & Regulations

These are the Rules and Regulations adopted by the Board of Directors with respect to water service. The Board has the right to amend, change, and supplement these Rules and Regulations at any time. Except as specifically limited, these Rules and Regulations apply to all District personnel and any person obtaining potable, non-potable, or recycled water service from the District.
