New housing and development projects within the Walnut Valley Water District (WVWD) service area are required to follow the procedures, standards, and requirements outlined below.
This information is provided in compliance with Assembly Bill (AB) 1483, which promotes transparency for residential development regulations, processes, and associated costs.

If you have received a plan check correction or agency referral sheet from the City or County, please include it with your submittal.

Once all required documents have been received and reviewed, Engineering will contact you with the status of your request.

Fire Flow Test Request
Before You Apply
Please prepare the following information and documents before proceeding to the online application:
Part A of the Fire Flow Availability Form
Download and complete Part A of the Fire Flow Availability Form using the link below. You will be required to upload the completed form as part of the online application:
Project Plans
Provide a copy of the following project plans. All plans must be drawn to scale:
- Project site plan
- Floor plans
- Fire Sprinkler Plans (if applicable)
- Landscape Irrigation Plans (if applicable)
Agency Referral Sheet (If Available)
If you have received a plan check correction or agency referral sheet from the City or County, please include it with your submittal.
Fire Hydrant Location Exhibit
(Residential Tract, Mixed-Use, Commercial, Industrial, and Institutional Projects Only)
Provide an exhibit or site plan identifying the fire hydrant(s) requested for testing and show their location in relation to the project site, including nearby streets or landmarks.
What Happens Next
Once all required documents have been received and reviewed, Engineering will contact you regarding the applicable fee amount and how to set up an appointment for payment.
Please allow 2–3 business days for us to review your submittal.
Payment Information
- Payment must be made by cash or check payable to Walnut Valley Water District
- Payment shall be made in-person at the Engineering Counter or by mail (Attn: Engineering – 235 S Brea Canyon Rd., Walnut, CA 91789)
- An appointment is required for payment

Utility Plan Request
Utility Plan Request email to engineering@walnutvalleywater.gov with project location details.
New or Upgrades Services Request
Submit a completed application for New or Upgraded Services through the online application portal. A WVWD Engineering staff member will review your application and advise on the next steps. If you do not receive a confirmation within five (5) business days, please contact us at the phone number above.
Construction Hydrant Process
Please contact a Customer Service Representative at (909) 595-7554 or cservice@walnutvalleywater.gov to begin the application process to utilize a fire hydrant for construction purposes.
Development Charges
The Capacity Charge will be imposed on any property requesting a new or larger connection. The imposed fee will be based on meter size for new development and additional fixture units for existing connections. The rates for the Capacity Charge are shown below and may be adjusted for inflation each year.
